Job Title: YOUTH PROGRAMME OFFICER (YPO)

Project Name: EU4YOUTH. BETTER SKILLS FOR BETTER FUTURE

Duration: 12 months

About OxYGen Foundation:
OxYGen was founded by Oxfam GB as an Oxfam spin off local organization. OxYGen is operating since 2015. OxYGen positions itself as an alternative voice based on its grassroots experience and works with poor communities through its replicable and sustainable models for translating it up to the national level.
Youth is one of the strategic areas for OxYGen Foundation striving for building youth employability, ensuring your participation at all levels, and advocating for youth rights.

About Project:
“EU4Youth. Better Skills for Better Future” is EU-funded regional project for Armenia, Georgia and Ukraine. The project is implemented by OxYGen along with the lead partner Save the Children International Armenian Representative Office. The purpose of this project is to address youth issues through increasing employability, entrepreneurial potential and skills development in the labour market, and advocacy for coherent and cross-sectoral youth policies at local, regional and national levels.
The project started in February 2018 and will last until the end of January 2020.

Post Holder Reports to: OxYGen Foundation’s Youth Program Coordinator


Job Responsibilities
-Key responsibilities:
-The YPO will be responsible for overall administration and organization of training and public events throughout the project implementation.
-Under supervision of Program Coordinator, YPO will be responsible for ensuring information flows and activity coordination, data collection for monitoring, communication with stakeholders, practical arrangements and organization of events and other tasks required by the project. YPO will closely work with OxYGen Foundation’s Communication and Campaign Officer, Logistic Support and Finance Manager to assure accomplishment of mentioned tasks.

-Project planning
-Support development of the detailed implementation plan of the project;
-Implement detailed activity planning and organization;
-Support procurement planning;
-Ensure logistic planning;
-Support recruitment process of project consultants based on OxYGen Foundation’s and donor procurement policies;
-Plan beneficiary engagement measures.

-Execution
-Execution of project activities of the OxYGen Foundation’s part of “EU4Youth. Better Skills for Better Future” project;
-Coordination and facilitation of internal and external communication of the newly established Youth Organizations Union (YOU) platform;
-Assure communication between activity stakeholders, e.g. participants, service providers, project partners, e.g. through preparing minutes, reports, summaries;
-Assure proper filing and information flow;
-Assure high level of participation by all activity stakeholders in the planning and execution process;
-Provide information and consulting to project beneficiaries whenever necessary;
-In cooperation with project partners and OxYGen Foundation senior management assure reaching project’s advocacy targets;
-Conduct any other tasks required for successful implementation of project activities.

-Monitoring and reporting
-Gather data required for monitoring of project implementation;
-Gather and maintain project documentation in organized manner;
-Monitor service provision contracts for timely implementation on all sides;
-Gather project complaints and direct for addressing by appropriate staff members;
-Support development of monthly progress reports to donor;
-Support Youth Project Coordinator in other relevant tasks


Required Qualifications
-3 to 5 years’ experience in a position with similar tasks and responsibilities (in a local or International NGO)
-Practical extensive skills in planning, organization and logistics
-Ability to deliver results with minimum supervision
-Ability to work with tight deadlines
-Experience in organization of youth capacity building activities is a plus
-Excellent knowledge of Armenian, good knowledge of English is an asset
-Fluency in Microsoft Office package and online IT tools
-Availability to travel and stay in regions of Armenia as required
